ATTACHMENT 1 Ministry of Agriculture & Rural Development CARD Project 017/06VIE - Sustainable community-based forest development and management in some high-poverty areas in Bac Kan Province Report on a Training Course in Participatory Land Use Planning 13-20 May 2007 Prepared by Dr Le Sy Trung Thai Nguyen University of Agriculture and Forestry Thai Nguyen Vietnam May 2007 1 Result of training in participatory land use planning for pilot villages in Na Ri district, Bac Kan province 1. Background The Law 2004 on forest protection and development has accepted a community as owner of a forest. That is a legal basis for the local authorities in protection and development of community forest. In the framework of CARD project, the first task in the guidance of community forest management is planning and transfering forest and land to the community. In order to carry out the activities, it is necessary to provide knowledge, methods and skills in parcipatory land and forest planning- transfering . With the agreement of the project management board, the consultant group of the Forestry Faculty, Thai Nguyen University of Agriculture and Forestry conducted training in land and forest planning and transfering to the community for project participants from 13 to 20 May 2007 at the project villages. 2.Objective After the training course participants will be able to use tools in land use planning of community forest and know how to use the map in land and forest planning and transfering. 3. Schedule of implementation • The first day: + In the morning: After opening ceremony , introduction of representatives by the village head, the members of the consultant group introduced them the main contents with the method of presentation including illustration from 8h to 9h30’. The participants heard and understood what was planning and how to set up participatory plan, what was the principle of planning and different steps and content of planning 2 After a short break in the morning from 10h to11h30 the participants and the consultants discussed together, sharing the method: how to use the map, the scale of map, significance of different types of maps. Making clear: The contour, high deviation of the contour. Recognizing: rivers, streams, creeks, canals, motorways, paths, residental areas and different types of land use in the map. +In the afternoon Mr Do Hoang Chung shared with all of the participants purpose, significance, different steps of implementation and organization of mapping land use present status at the vllages, then practised mapping land use present status of the village. • The second day: + In the morning: From 7h to 8h, Mr Lê Sy Trung presented some general knowledge of investigation tools for transect, purpose, significance and different steps of implementation. After that, participants went to field to get to know present status of different types of land use and found out different kinds of trees, soil, advantages and problems in each type of the land. At the end of the morning all of the leaarticipants summed up and practised drawing transect of the village. +In the afternoon: From 14h-17h, Mr Do Hoang Chung presented purpose, significance and method to select plant, livestock by the method of comparison in pair and logic table. After that the participants did the exercises of fores tree, cash tree and fruit tree., at the end of the afternoon, Mr Lê Sy Trung on behalf of the consultant group summed up the results of the 2-day training, significane of training and planned the activities after training and evaluated the training course. 4. Results - Four separate training courses were held, one each in four project villages (Na Muc, To ðooc, Ban Sang, Khuoi Lieng), two days for each course participated by the group members and member of commune people’s commitee and rangers. 3 - The contents conducted in right schedule, all of the members participated with enthusiasm and had responsibility. - Participants were able to use map to reccognize terrain and things in the village, having shared together about mapping of land use present status, making imitating investigtion of transect, selecting forest trees and farming crops. - With the method of learning through practising, participants learned how to work, so the contents and methods of the teaching were evaluated by 100% of the participants as suitable and useful for planning and making plan of land use in the future. 4 APPENDIX 1 1. Goal: After the training course, participants were able to use some tools in planning and setting up plan of land use 2. Place, duration, participants: Place: The training courses were held at the cultural houses of the four villages. Duration: From 13 to 20 of May 2007 Participants: in each training course consistedof village heads, six leaders, staff members of the commune land management office, rangers of the Kimhy Nature Reserve, forest protection station.
